ABSTRACT

The problem of coordinating resource management across political and cultural borders can be viewed as one of institutionalizing ecological interdependence (Gerlach and Rayner 1988). Some environmentalists appear to regard global ecological interdependence as a self-evident truth that, once perceived, will lead individuals and nations to recognize that their interests lie in concerted action to protect the environment. Nations have only to mobilize political will to eliminate root problems that spread to become national and global environmental disasters.
