In order for forest management to be fully sustainable the following measures should be included in forest management operations: • advance planning of the location and intensity of the annual cut; • control of the actual cut with regard to the planning; • protection of the timber exploitation area to prevent encroachment

substantial areas of the tropical moist forest as conservation areas and forest reserves, many of these areas have been encroached upon by agricultural settlers. As in Africa, in many countries agricultural interests often are given higher priority than forest management and protection, and agricultural agencies act independently of the forestry services. In many cases forest conversion and settlement is encouraged by the political elite.
