ABSTRACT

The two main strategy processes in France are discussed in this chapter: the National Plan for the Environment (Plan national pour l’Environnement — PNE), published in 1990; and the work of the French Commission for Sustainable Development (Commission française du Développement durable), decreed in 1992 and established in 1993. Other relevant processes include an internal exercise, currently underway within the Ministry of Environment, to develop a scenario for sustainable development in France for the years 2010 to 2030. In addition, some 20 commercial businesses have prepared or are developing voluntary environmental plans (for example Renault and Elf Acquitaine). Successive five-year development plans — 11 have been prepared since the Second World War — maintain a balance between France’s various regions. A National Plan for Sustainable Forest Management was adopted by the government in April 1994.
