ABSTRACT

Risk-benefit assessment is a simple process to describe. A number of key issues emerged relating to RBA as follows: risk-benefit assessment must be conducted against a policy background, it is nothing new for most policymakers, who will already be doing it implicitly if not explicitly, children's play is an unpredictable and complex process which has its own implications, the novelty of risk benefit assessment is that it restores risk-management decision making to its former equilibrium by highlighting that decisions are about an appropriate balance between the benefits and risks of public space and activities. The advice given in Managing Risk in Play Provision (MRPP) is to list the benefits of the place or activity and link this where possible to reputable sources or publications. Risks could be assessed using historical injury records for the site or activity in question, if available.
