Outside of Washington DC, Jerusalem is reputed to have the largest press corps in the world. The interest of the international community in Jerusalem is not recent and has long historical antecedents. Recent interventions include the series of Capitulation Treaties between the Ottoman Empire and the Great Powers of the nineteenth century, the recognition of Christian clerical autonomy in the form of the status quo arrangements for the holy places of the city, and the United Nations (UN) Partition Plan of 1947, which proposed a corpus seperatum for the city and a UN Governor for ten years.
