ABSTRACT

There is little doubt that human development, through education, is a key to sustaining social and economic development. One of the outcomes of the 1994 International Conference on Population and Development was the adoption by member countries of a Program of Action (PoA), which identifi ed a set of specifi c practical actions to be taken at national and international level to implement the ICPD recommendations. Among the specifi c demands to governments were that they bring women into the mainstream of development, promoting their health, education, and economic contributions, promote education for all, and close the gender gap in education.
