ABSTRACT

Sandra Prosy is a fifth-grade teacher in a diverse, urban elementary school in New York State. She is a middle-aged European American; her twenty-one students are pre dominantly African American. She begins the first day of a new unit on American government with a recitation:

PROSY: What kind of government do you think we will talk about? ANGELA: Public schools? RASHONA: City? PROSY: Who runs the city? MICHAEL: The mayor?
