ABSTRACT
The fifth meeting of the session was held at Blackburn Town Hall on Saturday, February 27th, 1904, when a paper was read by Charles H. Brear, Esq., A.S.A.A., Borough Accountant, Nelson, on “Government Returns.” The President (Mr. Wm. Bateson, Borough Treasurer of Blackpool), occupied the chair, and was supported by Mr. J. H. Bailey, the Borough Treasurer of Blackburn.
