It is often difficult to explain behaviour related to environmental problems, and this is a pity because, if only we could explain such behaviour, we could save ourselves a lot of trouble and a lot of money. Nowhere is this intellectual difficulty, and the waste consequent upon our failure to overcome it, more apparent than in the peaceful use of nuclear energy.
