MARX found a second home in England, but the meaning of the word must not be stretched too far. However, he was never interfered with in England on account of his revolutionary agitation, although in the last resort it was naturally directed against the English State also. The government of “ greedy and jealous shopkeepers ” displayed a greater measure of self-respect and dignity than did those continental governments whose uneasy consciences caused them to hunt down their enemies with every measure of police oppression even when they were guilty of no more than discussion and propaganda.
