McCulloch's attention was turned repeatedly towards problems of public finance from his first publication 1497 until the end of his life. 1498 He was continuously interested in them as involving an area of policy which was particularly vital to the development of the economy. But before examining his analysis in detail, it is essential to make clear its framework.
