Commons' ^ IN the year 1846, a Committee, of which Mr. Hume was 1846. chairman, recommended that, in order to elicit the facts of
each case with greater certainty and economy, and also save the time of Committees, local inquiries should be made by a department of the Government before certain classes of private Bills were considered by Parliament.
