ABSTRACT

The City of Brandon, like its counterparts in the U.S. has witnessed the flight of businesses from its central core to the fringe. As a consequence, the city adopted a multifaceted approach to try and revitalize the downtown. In this example, the local merchants organized as a Business Improvement Area (BIA) and identified eight areas of concern which needed to be rectified to revitalize the downtown. This chapter examines the activities of the BIA between 1987 and 1999, identifies some of the successes and discusses the organization's shortcomings.
