ABSTRACT
This chapter provides an analysis of ‘new’ humanitarianism as a regime of governing, including its conditions of possibility, i.e. the crucial convergences between post-Cold War developments in the international environment and the rise of the new agendas for humanitarian action, such as the ‘coherence’ agenda and the integrated approach to peace. It also examines the processes of institutionalisation of a new regime of humanitarian governing and knowledges, technologies and divides on which it is reliant. The chapter argues that ‘new’ humanitarianism is best understood as a biopolitical regime of neoliberal governmentality.
