ABSTRACT

This chapter reviews the progress and background causes of the riots. Just as economic changes have led to greater regional disparities in England, so the riots indicate the growth of a disadvantaged social periphery that includes individuals whose different morality makes them capable of riotous behaviour. Mark Duggan was a resident of the Broadwater Farm estate in Haringey, a 1960s public housing area characterized by even higher levels. The government established a small Riots, Communities and Victims panel (R. C. V.) to review the outbreaks and their consequences, but with no judicial powers. The social messaging sites also carried messages that riots were occurring in several provincial towns, such as Derby, Brighton, Guildford, Bedford and Luton, which turned out to be false. Yet in Britain, the future of this NEET group almost 1 in 5 of the youths and 1.02 million in total in an economy that increasingly needs highly skilled people looks bleak.
