ABSTRACT

The Challenge of Climate Change Due to global competition, the mobility of capital flows, and technological innovations, policy makers are starting to refocus their attention toward cities to ensure their international competitiveness. This can be accomplished through improving economic and social conditions. Within this perspective, cities are competing directly against each other, and so they map out their territorial strategies to promote their own development. At the same time, it is crucial to understand that from a territorial standpoint, the desire to compete should come with conditions. The notion of “sustainable competition” among cities should guide their policy and planning initiatives within this renewed international perspective. Global warming, however, threatens to disrupt the ideal of “sustainable competition.”
