ABSTRACT

New York City was very much affected by the impact of Hurricane Katrina in 2005 and is aware of the probability of some similar event happening in New York in the future. One of the lessons learned from Katrina was the importance of emergency housing, which was dealt with somewhat haphazardly in the New Orleans and Louisiana with the use of trailer-type mobile-homes supplied by FEMA – Federal Emergency Management Agency. The trailers attained only very low density housing. As a result, New Orleans lost more than half of its population because they could not provide enough trailers quickly enough, or in sufficient density on the available, non-flooded land to meets the needs of the population. The economic implications for the city have been very serious. As a result, it is possible that New Orleans will never fully recover - it will almost certainly never recover its population and may not recover economically.
