ABSTRACT
Whether the request for proposal or sole source negotiation approach is used, the subsequent development schedule is essentially the same. Once an EPC contractor is selected, time must be spent negotiating the EPC contract and finalizing the functional specification for the facility. This functional specification eventually will be attached to the EPC contract as an exhibit to prevent confusion about the specific facility characteristics that the sponsor desires. See Figure 5.1.
