ABSTRACT

Authority and leadership may appear radically ambiguous, ambivalent, and sometimes harmful, to say the least. A leadership which respects people diversity is most probably a non-tyrannical leadership, yet also an efficient one. Complexity and managerial difficulties do not come only from outside of organizations; they also come from inside. This has been identified by Perrow, and deepened by many authors including Weick. Many others have been made concerning what has been called High Reliability Organizations' (HRO). Revisited by Weick himself, the point may be understood the following way: The remaining employees stuck too much to their corporate policy. Justice is incompatible with freedom to innovate any way: A certain degree of censorship or control on innovations should complete an efficient and just policymaking; otherwise, no political stability is possible. The modern political philosophy limits are dominantly the limits of an unlimited freedom. Unlimited freedom has as a major inconvenience to prevent adults from the possibility of educating their children.
