ABSTRACT

In the interest of space and simplicity, the author adopt a simple location cost function for the purpose of this study, but he note that it is an important topic that deserves more studies. As compared with the mixed strategy, one can see that the pure demand management strategy never outperforms the mixed TS-DM strategy, in terms of travel time (TST) and travel cost (TSC). The results obtained support our contention set out in this study, namely, by including network capacity enhancement as an integral part of the network management strategy, one can achieve superior results as compared with the pure demand management strategy. The interaction across time mainly involves the overall population growth over time, the competing modes' supply over time, network capacity expansions accumulated over time, finance related transactions and rates over time, and the locations' holding capacities over time.
