ABSTRACT

Chapter 2 explained important design concepts and characteristics that help us discuss and engage with matters of public sector transformation by design. We will now begin to address issues more specific to transforming public services, re-orienting services, organizations and policies around people design. This involves the integration of policy making with policy implementation. To pave the way, this chapter situates and traces design in policy. It provides yet another theoretical backbone to our developing design discourse by zooming in on design issues in policy making and policy implementation. The chapter begins with a discussion of how design has been viewed in policy over time. From there it moves on to new and emerging views that are beginning to influence and transform some policy work around the globe.
