ABSTRACT

This chapter draws on global studies of the third sector, country studies, economic statistics, practitioner and academic literature on NGO management, and interviews with NGO sector personnel to develop a view of performance management in the Peruvian third sector. It examines performance management in the context of how one international donor agency representative is managing a micro credit programme with its client producer cooperatives. The chapter considers how performance is managed, and what innovations have been introduced to overcome structural barriers. Peru has a vibrant and diverse third sector reflecting the needs of the country. Its history and development echoes the country's history of indigenous imperialism, imported religion and republican statehood, and is reflected in the place and the activities of today's third sector throughout the lives of its citizens. Peruvian civilly constituted bodies require some form of financial record keeping or accountability as outlined in each organizations constitution.
