ABSTRACT
On march 25th, 1819, the Minister of Naval Affairs, the Marquis de Traversey, announced to Lieutenant Lazarev that His Imperial Majesty had been pleased to order the despatch of two expeditions on voyages of discovery, one to the Antarctic, and the other to the Arctic Regions.
