ABSTRACT

This chapter examines the emergence of two initiatives in the field of arts and culture or creative enterprises and their interaction with local and regional politics: the Quart Festival and Film i V (FiV). It focuses on local and regional authorities as actors in the new field of cultural policies. Sweden's largest contemporary film producer, FiV, is located in Trollhttan. The Quart Festival was launched by the Office of Cultural Affairs in the municipality of Kristiansand in 1992. It was based on a youth event arranged during Kristiansand's jubilee in 1991. The chapter describes decisions as the result of the coupling between three streams: problems, policies or solutions and politics. Problems or problem recognition, deals with policy problems which a decision maker or a number of decision makers want to solve. The chapter identifies various policy communities or networks comprising specialists in fields such as bureaucracy, planning, academia and interest groups, who generate solutions to policy problems.
