ABSTRACT

This chapter analyses the processes of international collaboration of two regions to attain a better understanding of forces motivating the international involvement of regions and factors that impinge on effectiveness of such involvement. It divides international engagement into two dimensions: breadth and depth. Breadth of engagement measures how many projects and organizations and how much cooperation each county council is involved in. The depth dimension basically measures to what degree the engagement is emphasized within the county. The chapter addresses the thematic range of engagement. "Effectiveness" was defined as the capacity to mobilize other regional actors and to develop internationally orientated projects. The in-house cell pattern as it appears in Telemark County Council provides a higher impact on both the breadth and depth dimension of international involvement compared to Aust-Agder County Council's external agency organization. Aust-Agder County Council relies, through its membership of the Southern Norway European Office, more on the awareness model and has generated relatively few developmental projects.
