ABSTRACT
Since Hu Jintao took office in 2002, the CPC has stipulated scientific development (kexue fazhanguan) as its new official guiding ideology. Although scientific development is promoted as a sustainable and people-centered concept, it foremost seeks to combine the utilization of S&T with human resources to boost social and economic development.1 There is general agreement that talent base is a central factor of a nation’s economic growth (Simon and Cao 2009).
