The choice of supplier or contractor might be completely clear the offer conforms to the required scope and specification, the delivery is acceptable and it is within budget. A negotiated solution should be developed that meets the needs of both client and supplier or contractor, independent of trust. A negotiated deal should not have to rely on the parties trusting each other. The individuals concerned may move departments, get transferred or even leave their respective companies. The requisition should be updated to reflect everything that has been agreed during the enquiry process and tender clarification meeting. The project manager should not interfere with the function of expeditors but, on the other hand, they are responsible for ensuring that the project is completed on time. The delivery of goods is the responsibility of the transport department, the shipping department or the traffic department, depending on custom and practice in a particular company.
