ABSTRACT

Execution of an international convention implies the implementation of its provisions in practice. There is a growing body of opinion in many States that certain treaties could not be denounced, especially those in the field of human rights or Law of War, as such treaties often lay down basic rights that are either valid already under international law. The State Parties undertakes to cooperate in any investigation which the Security Council initiates in accordance with the Charter. Mediation proves a useful method of settling an armed conflict once it has commenced. For the implementation of humanitarian rules the Geneva Conventions adopted another system called Protective Power system. The En-Mod Convention, which stands halfway between weapons agreements and treaties on warfare methods. Verification has a two-fold purpose: by various inspection methods and by the very existence of certain mechanisms; by the same mechanisms verification furnishes actual evidence and proves that there are certain breaches of the obligations under a convention.
