ABSTRACT

This chapter presents three sections. The first has to do with the planning process as it has evolved. The stress is on the interplay between the technical and political facets of planning. The second section analyzes how the structure of the planning institution has evolved. City plan images have been one source of the structure. The persistence of some of the structural features is remarkable, given the spectacular divergence among political regime types in the last century alone. The last section looks at the thematic content of the metro planning institution passed from generation to generation, from episode to episode. The themes have been drawn from the main texts of Spanish planning practice the plans themselves. People spotlight the city plan image of the plan documents and the encapsulation of thematic content of the metropolitan planning institution in the plans and their physical design images.
