ABSTRACT

This chapter introduces the holistic approach to delivering those positions, upon which the organisational counter-fraud framework should be based, and will explore the principles that people should live out in order to be truly effective, apply that framework. It apply the holistic approach, there are several core principles that will guide us. These are stewardship, accountability, transparency and proportionality. The framework needs to be able to maximise all opportunities to tackle all aspects of fraud and corruption, and to do so coherently. A notable transnational civil definition may be that which, in 2005, the European Healthcare Fraud and Corruption Network determined was applicable across Europe. Finally, the framework needs to put capacity building at its heart. Building resilience to fraud and corruption in organisations is a marathon, not a sprint. Nepotism can be associated with benefit, such as an increase in social prestige, or with the avoidance of a social sanction for failing to look out' for another.
