ABSTRACT

Many governments have realized that focusing on a single-issue is often insufficient in dealing with emerging threats and opportunities. They have therefore started to experiment with strategic foresight that deliberately cuts across the traditional boundaries of policy areas and government departments. In the past, public policy has focused more often on science, technology, and innovation policy, now the focus has started to incorporate societal and economic issues to health, environment or national security, and international initiatives are starting to combine the various national experiences in order to lift them to a higher strategic level. 1
