Why does legal reform happen, and what are the determinants of success and failure of a legal initiative? This book began by highlighting these two questions that are central to the ongoing academic debate regarding the origins and nature of law. It proposed to look at the various attempts – successful and failed – to implement the institution of jury service in Japan in an effort to find answers to these questions.
