ABSTRACT

Rear-Admiral Baynes, Retribution, reached Nargen on 27 June with the blockships, mortar vessels, the remaining gunboats and the corvette Falcon. The blockships appeared well manned but required final fitting out, and the other vessels were equally ill-finished. The blockading cruisers were proving effective. From the Gulf of Riga Heathcote reported only a few boats attempted to move. Arrogant went into Lovisia Bay on 5 and 6 July, destroying a fort and government buildings. Yet Dundas anticipated the Russians would attempt to drive off his ships with steam gunboats before the end of the season. He did not want the batteries and Wood wished they had never been built; Berkeley held them in low regard and Panmure had to defend them in the Lords. Dundas was resigned to the blockade, reporting no one expected more. 1
