ABSTRACT

The pillars of any organization whether it is a company, state, federation or union of states are its institutions, its objectives, its leadership and the direction it takes in attaining its objectives. The best managers and hardest-working labour force will be frustrated and ineffectual without a plan and a direction, which presupposes the clear definition of: aims to be achieved, timetables to be met and resources put into the job to be done. Politicians in charge of an organization of independent states should strive for effectiveness in attaining results while respecting individual freedoms and they should be keen on acquiring knowledge: legal, administrative, of a business nature and scientific.
