ABSTRACT
Korea’s welfare policy has gone through a development no other country has experienced before – a statement which applies not only to social welfare. Korea was one of the poorest countries in the 1960s. But as it concentrated on economic development, it escaped from poverty, and that success was only possible by means of economic policies that were different from those of others.
