ABSTRACT
In 2009 we made the decision to try to create an action research environment in Orkestra. This decision was initially made by an area co-ordinator and one researcher in an organisation in which nobody had been trained to be an action researcher. After some initial reflections, the following questions arose: Should the strategy be to concentrate on PhD training programmes to educate a new generation of action researchers? Would it be possible to create an AR environment with the teams that already constituted Orkestra?
