ABSTRACT

This chapter examines the United Nations (UN) sanctions management capacity. The daily management and design of targeted sanctions which is formally decided by the UN sanctions committees goes hand in hand with the work of the subsidiary organs and the sanctions committees. Other formal procedures also include the influences of various sanctions management bodies, not least the work of UN sanctions committees. For example, over the last decade or so, UN sanctions committees have increasingly polished their procedures for administrating sanctions in order to respond effectively to events on the ground. It addresses the formal UN decision-making structure and how it shapes policy outcomes. Then examines the informal processes by which sanctions are shaped, by examining how UN desk officers themselves understand sanctions policies. The chapter reports on number interviews with UN desk officers. Those interviewed for this study represent only an illustrative sample among a broader number of officials and agencies working with targeted sanctions at the UN.
