ABSTRACT

This chapter describes the use and development of knowledge assessment techniques. It discusses the use of information technology (IT) and the structure of a database suitable as a storage and recording platform. The chapter considers the use of IT as a powerful tool in HR administration and its application in a talent management strategy. The hierarchical nature of military organizations was based upon the need to have clear leadership roles filled by people who understood how to implement strategic objectives. The need to make provision for education, health care and retirement were all born out of the conditions created by the Industrial Revolution in the nineteenth century and the recognition of the value of national human assets. The development of the global corporation with customers, suppliers and delivery capabilities spread across a number of countries has added a new dimension to the HR function.
