ABSTRACT
The context and laboratory for this discussion is the global urban situation – urgent and potentially catastrophic. Three billion new urban residents are expected by 2050: nearly all will be in the developing world, and most are likely to live in slums (Neuwirth 2005, UNDESA 2007). Many such cities have high levels of unemployment, poverty, corruption, drug trafficking, ethnic tension and fundamentalism.
