Particularly in a period when promoting moderation and democracy in the Muslim world is particularly important to America's interest, Turkey's success as one of the few democratic countries in the Muslim world, I think, is important. So [the $1 billion granted to Ankara in the Bush Administration's emergency funding request for the war in Iraq] is not a payment for something. It's not a reward for something.
