ABSTRACT

This chapter explores the possible ways for overseas small and medium-sized enterprises (SMEs), especially the improvement of international business incubators, to participate in global value chains in the local milieu of China. With worldwide industrial restructuring, the advanced countries are upgrading their industries toward knowledge-intensive services while manufacturing activities are dispersing into developing countries like China. In China, more overseas SMEs have mushroomed in recent years, but many of these firms have to face up to an alien local milieu, and there are more SMEs facing the dilemma of stay at home or go abroad. The Window Korea project tries to probe into the new ways of helping overseas SMEs through establishing the public and private partnership (PPP) model international business incubators. Although many Korean enterprises and SME associations have indicated their willingness to participate in the project and become members, more issues than actual plans and constructions remain to be addressed.
