Scenarios offer the means to replace reactive problem-solving with anticipative thinking and proactivity in terms of creating options. The interministerial workshop offered the first opportunity at which various ministries reflected on strategy and policy in their entirety. The ministries all had their own plans and ambitions. Implications of the scenarios can be derived using a checklist to represent the different perspectives of the various functional parts of the organization which appear in the plans: IT, production, human resources, and marketing etcetera. Wind tunnelling is used to work towards a strategic plan which is flexible: a plan which will work perfectly under all circumstances. In the business context the concept of scenarios is sometimes also used to indicate different options or possible strategies. It is based on the robustness of the different policy options, a coherent policy of robust and specific policy options has been formulated which makes it possible, under different scenarios, to respond dynamically to changing circumstances.
