ABSTRACT

To produce machinery that does not endanger health and safety, as required by the Australian and European regulatory regimes for machinery safety, manufacturers will need to institutionalize ongoing arrangements to systematically assess and manage risks in the course of machinery design and construction (see Chapter 2; see also Hutter, 2001, pp. 15-16, 77, 301-2; Johnstone and Jones, 2006). Such arrangements include processes for identifying hazards, assessing risks and determining risk control measures (risk management). For firms supplying machinery into Europe this entails assessing the conformity of their machinery with essential health and safety requirements and/or relevant harmonized standards, or arranging for a competent notified body to do this conformity assessment (European Commission, 1998a1 art 8, cl 2, annex 1; DTI, 1999, pp. 4, 11; and see Chapter 2).
