ABSTRACT

This chapter summarizes the new field of national risk strategy by building a conceptual framework for national risk assessment; identifying the strengths and weaknesses of national programmes; and synthesizing best practices. It starts by developing a generic framework for evaluating and strategically managing risks at national level that would provide a blueprint for national organizations both public and private sector to implement their own programmes to address key risks. National risks also include events with such serious consequences that response is beyond the capability of local and State authorities. A second group of national risks relates to critical systems. An important contributor to doubling of the standard of living in developed countries since 1960 has been greater productivity and efficiency from integrating infrastructure, systems, plants and communications networks. The third group of national risks relate to major institutions. Modern societies rely upon the integrity and efficiency of numerous institutions: the government and its officers and authorities; the police and judiciary.
