ABSTRACT

This chapter provides a structure for the elucidation of engineering and design risk control principles such that their application in situations. In an industrial environment, engineering is influential in both design of the process, equipment and facility and its support during operation. Where Recipients include equipment and buildings, engineering design has a role there too. A formal change management process is needed that establishes a change approval and authorisation process, publicises cautions prior to implementation and ensures that plant drawings are changed as the change is completed. Plant change management and plant strategy documents become the basis of technical management of operational risks. The good management of operational and technical risks requires an understanding of the management of operations and maintenance that is integrated with that of specific rather than general risk control measures. Technical judgement about risk controls needs to be given high standing in an organisation and immune from being overridden by commercial, political or operating expediency influences.
