What are the conditions under which external actors positively influence transitions to democracy? As democracy has expanded around the globe in recent decades and become a norm enshrined in the conditionality policies of international organizations such as the European Union (EU) and international financial institutions like the World Bank, the external factor has taken an increasingly central role in the research agendas of social scientists seeking to understand processes of democratization. 2
