ABSTRACT

This chapter develops a methodological framework and describes the theoretical and the research design on the public sector networks in the field of national security. The methodological framework is designed to reflect the internal dynamics of the organisational networks across five interdependent levels of analysis: structural, cultural, policy, technological and relational. Network relationships shape the operation of networks in many different ways. The technological level of analysis focuses on the positives and negatives of the information and the communication technologies for networks. Network analysts have argued, in fact, that the nature of relationships may matter more than the nature of resources in networked environments'. The framework indicates that networks have important characteristics that relate to network dynamics and it identifies a series of contingencies that relate to network effectiveness. It outlines the objectives and the limitations of in terms of its theoretical and research design.
