ABSTRACT

The nexus between rule of law promotion and judicial training stems from an abstract principle, which deems judicial professionalism to be an effective barrier against any kind of endangering the impartiality of the adjudication. In transnational systems, such as the European system of governance, judicial education seems to play an even more complex role. The promotion of judicial training institutions has been framed, and this happened in an unprecedented way, within the pre-accession strategy' adopted by the European Union in the context of the Eastward enlargement. Judicial education has been considered one of the key conditions allowing judicial actors to be independent from possible influence by political and corporate power, a requirement laid down by the Council of Europe on behalf of the international community. The ENM was one of the founding members of the European Judicial Training Network and is still one of the main promoters of judicial cooperation activities through the mutual exchange of knowledge and best practices.
