ABSTRACT

This chapter analyses the pattern of change seen in Malta since 2004, across three broad areas of the public administration, namely changes to structures, processes and policies. In monitoring the implementation of European law at a national level, the most significant manifestation of the Union's power has been the infringement procedure. Infringements may well constitute one of the most significant areas of Europeanization in Malta, at least in the initial years of membership when less directional forces such as learning' are still establishing themselves. Since membership Malta operates two auditing systems within the Government, one in terms of EU money and using EU auditing manuals as well as the traditional auditing practices to cover spending of the Government's own budget. An additional mechanism for ensuring accountability in the application of EU Law is European Parliament's supervisory power over the Commission as well as the EP's Petitions Committee where complaints can be lodged in relation to any area of EU activity.
