ABSTRACT

This chapter describes and analyses the work and policies of the Council of Europe in the fight against child pornography. The Council of Europe (CoE) was the first international organization to be founded in Europe after the Second World War and its main role is to strengthen democracy, human rights and the rule of law throughout its member states. Furthermore, the CoE's work involves close co-operation with other regional European organizations such as the European Union and the Organization for Security and Co-operation in Europe (OSCE). The CoE's Cyber crime Convention 20018 is the first international treaty to address criminal law and procedural aspects of various types of offensive behaviour directed against computer systems, networks or data in addition to content related crimes such as child pornography. Nevertheless, the signing and ratification of the Cybe rcrime Convention has the potential to improve and harmonize procedural provisions within state laws in the fight against cyber crimes and facilitate cross-border police operations.
